As part of the study visit to Spain, the delegation of the Republic of Uzbekistan visited the Fuencarral-El Pardo Police Station, located in one of the largest districts of Madrid.

The delegation included representatives of the National Human Rights Centre of the Republic of Uzbekistan, the Ministry of Foreign Affairs, the Ministry of Internal Affairs, the heads of Colonies No. 35 and No. 24 of the Department for the Execution of Sentences, and a representative of the OSCE Project Co-ordinator in Uzbekistan.
The delegation was welcomed by Carlos Villa Herrero, Chief Commissioner of the police station, together with his senior team.

During the visit, the Uzbek delegation explored Spanish best practices in police work, with a particular focus on the treatment of detainees, suspects, witnesses, and victims in line with international human rights standards.

Discussions and practical demonstrations focused on:
• safeguards against ill-treatment and arbitrary detention;
• procedural rights of detainees, including access to legal counsel and medical assistance;
• interview and interrogation practices grounded in legality, proportionality, and respect for human dignity;
• victim-centred approaches and protection of vulnerable groups; and
• internal oversight and accountability mechanisms within the police.

The visit provided valuable operational insights into how human rights principles are integrated into everyday police practice, from the moment of apprehension through custody and investigative procedures.

This exchange enabled the Uzbek delegation to assess how effective law enforcement, public trust, and human rights protection can be mutually reinforcing when institutional practices are aligned with international norms.

The study visit was organised by the Centre for Development and Justice International (CDJI), the OSCE Project Co-ordinator in Uzbekistan, and the National Human Rights Centre of the Republic of Uzbekistan, in close cooperation with Spanish national authorities.
