As part of the completed study visit programme, the delegation of Uzbekistan’s state institutions conducted an on-site visit to Madrid Penitentiary Institution No. 6 on 16 December.


The delegation included representatives of the National Human Rights Centre of Uzbekistan, the Ministry of Foreign Affairs, the Ministry of Internal Affairs, and senior managers of Colonies No. 35 and No. 24 of the Penitentiary Administration, and was accompanied by officials from the Secretaría General de Instituciones Penitenciarias(SGIIPP).


During the visit, participants received a detailed overview of the institution’s organisation, daily operations, and management philosophy. The visit proved highly insightful and informative, offering first-hand exposure to Spanish best practices in promoting human rights within custodial settings.


Particular attention was given to:
- the human rights-based and person-centred approach to prison management;
- the concept and practical application of dynamic security, based on professional staff–prisoner interaction, trust-building, and continuous risk assessment; and
- the role of individual sentence planning in supporting rehabilitation and reducing reoffending.


The delegation observed how dynamic security principles are integrated into everyday prison life, complementing physical and procedural security measures while fostering a safer, more respectful, and more rehabilitative environment for both staff and persons deprived of liberty.


This institutional visit provided valuable practical insights into how human dignity, safety, and effective prison management can be mutually reinforcing when grounded in international human rights standards.


The study visit was organised by the Centre for Development and Justice International (CDJI), the OSCE Project Co-ordinator in Uzbekistan, and the National Human Rights Centre of the Republic of Uzbekistan, in close cooperation with Spanish national authorities and partner institutions.
