Training Strengthens Capacity of the Pilot Monitoring Group of the Human Rights Commissioner of Tajikistan on Monitoring Places of Deprivation of Liberty

4-5 February 2026, Dushanbe, Tajikistan

Dushanbe, 4-5 February 2026 - A two-day practical training for the Pilot Monitoring Group of the Human Rights Commissioner of the Republic of Tajikistan was held in Dushanbe, focusing on the monitoring of places where persons are deprived or restricted of their liberty.
 

The training aimed to strengthen participants’ capacity to conduct preventive monitoring in accordance with international human rights standards and best practices in torture prevention. The programme brought together members of the monitoring group, national practitioners, and international experts working in the field of detention monitoring and human rights protection.

The event was organised by the Bureau of Human Rights and Rule of Law jointly with the Centre for Development and Justice International (CDJI) and Prison Insider, with financial support from the European Union Delegation to Tajikistan and the British Embassy Dushanbe, and co-funding from the OSCE Office for Democratic Institutions and Human Rights (ODIHR).

Strengthening Preventive Monitoring and Safeguards Against Torture

Throughout the two-day programme, participants explored:

- international standards and mechanisms for the prevention of torture and ill-treatment;
- the mandate and practical role of a National Preventive Mechanism (NPM);
- methodologies for conducting preventive monitoring visits;
- rights of persons deprived of liberty;
- approaches to interviewing detainees and documenting findings;
- preparation of monitoring recommendations and reports.

The training placed particular emphasis on the practical application of monitoring methodologies and the importance of independent oversight in safeguarding human dignity in detention settings.

International experts contributing to the programme included representatives and practitioners from:

- the UN Subcommittee on Prevention of Torture (SPT);
- the OSCE Office for Democratic Institutions and Human Rights (ODIHR);
- and Prison Insider.

Interactive Learning and Practical Skill Development

The workshop adopted an intensive and highly interactive format designed to encourage peer learning, practical engagement, and open professional dialogue. Through case studies, group exercises, and scenario-based discussions, participants strengthened their ability to plan, conduct, and document monitoring visits in a credible, impartial, and evidence-based manner.

Practical sessions also addressed:

  • ethical communication with detainees;

  • identifying risks of ill-treatment;

  • evidence-based analysis;

  • and formulation of clear, actionable recommendations.

The programme concluded with a reflection session and certificate ceremony, reaffirming participants’ commitment to advancing independent monitoring and strengthening safeguards against torture and ill-treatment in Tajikistan.

The training formed part of the implementation of the projects:

  • “Promoting Fundamental Rights: Strengthening Civil Society, Preventing Torture and Transforming the Penitentiary System for the Protection of Human Rights in Tajikistan”, funded by the European Union and implemented by the Bureau of Human Rights and Rule of Law in partnership with the Public Organisation “Tashabbusi Huquqi” and Prison Insider;

  • and “Supporting National Human Rights Institutions and National Preventive Mechanisms in Preventing Torture and Monitoring Places of Detention in Tajikistan and Uzbekistan”, funded by the UK Foreign, Commonwealth & Development Office (FCDO) in partnership with CDJI.

By strengthening the professional capacity of monitoring actors and promoting international standards of oversight, the initiative contributes to ongoing efforts aimed at enhancing transparency, accountability, and the protection of fundamental rights in places of deprivation of liberty in Tajikistan.
