Promoting Ethical Policing and Investigative Interviewing in Central Asia
Strengthening Oversight and Torture Prevention Mechanisms in Central Asia
Enhancing Human Rights in Tajikistan by Building the Capacity of the Ombudsman, Strengthening Civil Society, and Improving Legal Aid for Vulnerable Groups in Detention
This regional project aims to prevent torture and ill-treatment in places of detention across Tajikistan and Uzbekistan. It supports the institutional development of national oversight bodies, including Ombudsman Offices and emerging National Preventive Mechanisms (NPMs). Key activities include training for detention monitors, joint monitoring visits, development of practical guidance tools, and high-level policy advocacy for ratification and implementation of the UN Optional Protocol to the Convention against Torture (OPCAT). The project is co-implemented with Bureau on Human Rights and Rule of Law (Tajikistan) and in coordination with UN agenices and OSCE partners.
This project aims to advance human rights in Tajikistan by strengthening the institutional capacity of the Ombudsman’s Office, enhancing the role of civil society in prison oversight, and improving access to legal aid for vulnerable groups in detention, particularly women and girls. Key activities include the provision of free legal consultations, publication of personal stories of women prisoners, development of monitoring tools for the Ombudsman, and hosting national forums to promote transparency, accountability, and systemic reform within the penitentiary system. Project is co-implemented with the “The World of Law” (Tajikistan) and Ombudsman of Tajikstan.
This initiative supports the promotion of human rights-compliant investigative interviewing techniques among police investigators in Tajikistan and Uzbekistan. The project introduces and trains officers in the UK PEACE Model to reduce reliance on confessions and prevent coercive practices. Activities include Training-of-Trainers (ToT) sessions, local roll-out workshops, curriculum development, and study visits. Implemented in close collaboration with the Ministry of Interanl Affiars Police Academy in Tajisktan, and Academy of Law Enfiorcene tb of Uzabeksitan and National Human Righst Centre in Uzbeksitan. The project aims to build a culture of ethical policing and strengthen investiative practices in line with international standards. The project is co-implemented with “The World of Law” (Tajikistan) and close collaboration with the international partners in Tajikstan andf Uzbekistan.
