Advancing Women’s Leadership in Law Enforcement: the Women Empowerment Dialogue gathering held in Tashkent

13 November 2025, Tashkent - Women Empowerment Dialogue gathering was held at the Law Enforcement Academy of the Republic of Uzbekistan, bringing together women professionals from across the country’s law enforcement and justice sectors. The event was jointly organised by the Centre for Development and Justice International (CDJI) and the OSCE Project Co-ordinator in Uzbekistan as part of broader efforts to promote gender equality, strengthen institutional capacity, and support the meaningful participation of women in decision-making roles.
Held just ahead of the global 16 Days of Activism Against Gender-Based Violence campaign, the event provided a platform for open dialogue, professional exchange, and reflection on the vital role women play in building a just, accountable, and human-rights-centred system of law enforcement.
The event brought together prominent practitioners and experts, including Prof. Lorena Bachmaier Winter, Professor of Procedural Law, Complutense University Madrid, Spain, Board Member of the CDJI, and Ms. Svetlana Artykova, Deputy Prosecutor General of Uzbekistan, along with senior representatives of the General Prosecutor’s Office, the Ministry of Internal Affairs, the Customs Committee, and the Law Enforcement Academy.
Promoting Leadership and Gender Equality in the Justice Sector
Participants highlighted the growing presence and influence of women in areas that are essential for upholding the rule of law and protecting human rights. Discussions focused on the evolving challenges faced by women in law enforcement, the importance of supporting their professional advancement, and the need to create institutional environments where women’s leadership is fully recognised and valued.
The Women Empowerment Dialogue gathering created an environment conducive to peer learning, exchange of practical insights, and strengthening professional networks among women serving in different branches of law enforcement.
Discussions centred on:

Pathways for career development and leadership for women in law enforcement;

Gender-sensitive approaches in prosecutorial and investigative practice;

Strategies for balancing professional demands with personal commitments;

The importance of mentorship, solidarity, and institutional support mechanisms; and

The role of women in preventing gender-based violence and contributing to safer, more resilient communities.
Participants shared personal experiences, challenges, and success stories, highlighting the transformative impact of mutual support and collaborative learning.
The event reaffirmed the commitment of CDJI, the OSCE Project Co-ordinator in Uzbekistan, and national partners to advancing gender equality within the justice and law enforcement sectors. Strengthening women’s participation contributes not only to fairness and representation, but also to more effective, trustworthy, and responsive institutions.
