Study Visit to Spain | Meeting with the Faculty of Law – Academic and Legal Perspectives

As part of the completed study visit to Spain, the delegation of Uzbekistan’s state institutions held an in-depth academic meeting at the Faculty of Law of the Complutense University of Madrid.


The delegation was welcomed by the Vice-Dean of the Faculty of Law and Lorena Bachmaier Winter, Professor of Criminal Law and Board Member of the Centre for Development and Justice International (CDJI).


The meeting provided a broader legal and systemic perspective on Spain’s criminal justice framework, enabling participants to better understand how human rights standards are embedded in the Spanish legal system and translated into detention, sentencing, and supervision practices.


Discussions focused on:
- the constitutional and legal foundations of the Spanish criminal justice system;
- the role of courts and judicial oversight in deprivation of liberty;
- the legal regulation of penitentiary institutions, pre-trial detention, and probation; and
- the interaction between domestic law and international human rights standards.


This academic exchange complemented the operational visits to detention institutions, allowing the delegation to place observed practices within a clear legal and doctrinal context. The dialogue highlighted the importance of legal scholarship, comparative analysis, and judicial guarantees in advancing human rights-based approaches to detention and non-custodial measures. 


The study visit was organised by the Centre for Development and Justice International (CDJI), the OSCE Project Co-ordinator in Uzbekistan, and the National Human Rights Centre of the Republic of Uzbekistan, in close cooperation with Spanish national authorities and partner institutions.
