Study Visit to Spain | Visit to Madrid I Women’s Penitentiary Institution (Alcalá de Henares)

Members of the delegation of the Republic of Uzbekistan visited the Madrid-I Women’s Penitentiary Institution, located in Alcalá de Henares, as part of the study visit to Spain.
The delegation included representatives of the National Human Rights Centre of Uzbekistan, the Ministry of Foreign Affairs, the Ministry of Internal Affairs, and the heads of Colonies No. 35 and No. 24 of the Department of Penitentiary Administration.
The visit was organised and accompanied by Secretaría General de Instituciones Penitenciarias.
During the visit, the Uzbek delegation shared information on the ongoing reforms in Uzbekistan aimed at strengthening human rights protection and safeguarding the rights of prisoners, including recent developments within the national penitentiary system.
Spanish counterparts presented the institution’s organisation and daily practice, with particular focus on:
- gender-sensitive prison management;
- rehabilitation and social reintegration programmes for women;
- access to healthcare, education, and psychosocial support; and
- practical implementation of a human rights-based approach to detention.
The visit enabled a constructive exchange on challenges and good practices related to women’s imprisonment, underlining the importance of dignity, individualised support, and reintegration-oriented policies.
The study visit was organised by the Centre for Development and Justice International (CDJI), the OSCE Project Co-ordinator in Uzbekistan, and the National Human Rights Centre of Uzbekistan, in close cooperation with Spanish national authorities and institutional partners.
