Study Visit to Spain | Meeting at the Spanish Ministry of Justice

As part of the study visit to Spain, the delegation of the Republic of Uzbekistan visited the Spanish Ministry of Justice.
The delegation included representatives of the National Human Rights Centre of the Republic of Uzbekistan, the Ministry of Foreign Affairs, the Ministry of Internal Affairs, and the heads of Colonies No. 35 and No. 24 of the Department for the Execution of Sentences.
The meeting proved to be highly useful and informative for the Uzbek delegation, providing an opportunity to explore in detail the Spanish system of reporting to United Nations human rights treaty bodies on the implementation of international obligations.
Particular focus was given to:
• Spain’s national coordination mechanisms for treaty body and UPR reporting;
• practical approaches to inter-agency data collection;
• methods for evaluating progress in the implementation of international recommendations; and
• the role of institutional monitoring between reporting cycles.
Special attention was also paid to the implementation of Spain’s National Human Rights Strategy, including how strategic priorities are translated into measurable actions, monitored over time, and assessed through evidence-based indicators.
The Uzbek delegation shared its own experience in national reporting and follow-up processes, while the Spanish side presented concrete tools for impact evaluation, policy coherence, and accountability, offering valuable comparative insights for strengthening Uzbekistan’s national human rights architecture.
The study visit was organised by the Centre for Development and Justice International (CDJI), the OSCE Project Co-ordinator in Uzbekistan, and the National Human Rights Centre of the Republic of Uzbekistan, in close cooperation with Spanish national authorities and partner institutions.
