
The lecture was followed by an interactive discussion and Q&A session, during which participants explored contemporary challenges related to penal policy reform, the humanisation of criminal justice systems, and the alignment of national legislation with international human rights standards.

Public Lecture on Human Rights Perspectives of Life Imprisonment Held within the Framework of the Human Rights Education Program in Uzbekistan “Capstone Project"
The National Centre for Human Rights of the Republic of Uzbekistan and the Centre for Development and Justice International (CDJI), with the financial support of the Embassy of the Kingdom of the Netherlands in Uzbekistan, continue the implementation of Human Rights Education Program in Uzbekistan “Capstone Project” aimed at strengthening the research and analytical capacities of young human rights scholars and promoting academic cooperation in the field of human rights.
As part of the project, an public lecture and discussion was delivered by Professor Pauline Jacobs of Tilburg University on the topic “Human Rights Perspectives on Life-Term Prison Sentences.” The event brought together students, young researchers, legal scholars, and representatives of academic institutions engaged in human rights and criminal justice research.

Opening the event, Academician Akmal Saidov, Director of the National Centre for Human Rights of the Republic of Uzbekistan, underlined the strategic importance of the Capstone Project in supporting a new generation of human rights researchers in Uzbekistan. He noted that the event marked an important transition from the project’s launch phase towards practical academic and research activities.


Participants presented research proposals addressing a broad range of contemporary human rights issues. Following each presentation, Professor Pauline Jacobs provided detailed expert feedback and methodological recommendations aimed at strengthening the analytical depth of the projects and aligning the research with international academic standards and comparative practices.
During the lecture, Professor Pauline Jacobs presented European human rights standards relating to life imprisonment, the jurisprudence of the European Court of Human Rights, and comparative academic approaches to criminal justice and penitentiary policy research. Particular attention was given to the relationship between justice, public security, and the protection of fundamental human rights, as well as to questions of rehabilitation and social reintegration of prisoners serving long-term and life sentences.
The event also featured presentations of research initiatives by nine student teams participating in Capstone Project Uzbekistan and representing:
- Tashkent State University of Law;
- the Law Enforcement Academy of the Republic of Uzbekistan;
- and the Academy of the Ministry of Internal Affairs of the Republic of Uzbekistan.
Human Rights Education Program in Uzbekistan “Capstone Project” seeks to equip young researchers with modern academic and analytical skills in the field of human rights, while also strengthening cooperation between Uzbek academic institutions and the international scholarly community.
The event was organised by the National Centre for Human Rights of the Republic of Uzbekistan in cooperation with the Centre for Development and Justice International (CDJI), with the support of the Embassy of the Kingdom of the Netherlands in Uzbekistan and Tilburg University.
