Диалог по правам человека 

Dushanbe, 26 September 2025 – The capital of Tajikistan hosted the Second Dialogue between the State and Civil Society on the Protection and Promotion of Human Rights, reaffirming the shared commitment of national institutions, civil society, and international partners to advancing human rights and justice reform through cooperation and trust.

The Dialogue brought together more than 70 participants, including representatives of the Executive Office of the President of the Republic of Tajikistan, the Majlisi Oli (Parliament), the General Prosecutor’s Office, the Supreme Court, the Ministry of Internal Affairs, the Main Directorate for the Execution of Sentences (GUIUN), the Office of the Ombudsman, as well as leading civil society organisations, youth activists, diplomats, and international experts.


The event was organised by the NGO World of Law, the Ombudsman of Tajikistan, and Perspectivity Challenge Foundation within the framework of the EU-funded project “Paths to Justice: Strengthening Human Rights through Torture Prevention and Penitentiary System Reform”, implemented in partnership with the Centre for Development and Justice International (CDJI), the UN Office of the High Commissioner for Human Rights (OHCHR), and the International Partnership for Human Rights (IPHR).

Highly Practical, Learner-Centred Methodology

The three-day programme adopted a highly practical, experiential learning approach, combining:

  • sessions on the ethical foundations of the P.E.A.C.E. model;

  • adult learning principles and learner-centred training design;

  • facilitation and presentation skills development;

  • management of group dynamics and interactive engagement;

  • structured micro-teaching sessions delivered by participants;

  • peer and facilitator feedback using reflective learning techniques.


Participants prepared and delivered short P.E.A.C.E. training segments in a supportive environment, receiving structured feedback to refine their facilitation skills and build confidence as future trainers.

Strengthening Professionalism, Accountability, and Public Trust

The training emphasised that ethical interviewing is not only a technical skill, but a cornerstone of professional policing and accountability. By modelling non-coercive practices, accurate documentation, and respect for human dignity, P.E.A.C.E. trainers play a critical role in strengthening institutional integrity and public confidence in the criminal justice system.

Consistent application of P.E.A.C.E.-based interviewing contributes to:

•    higher-quality evidence capable of withstanding judicial scrutiny;
•    reduced risk of ill-treatment and procedural violations;
•    improved protection of suspects’ rights and vulnerable persons;
•    more reliable and fair investigative outcomes.

By the conclusion of the course, participants demonstrated readiness to deliver P.E.A.C.E. model training independently or as co-trainers, supported by structured training materials, session plans, and reference handouts. The course also fostered a peer network to support continued collaboration and experience-sharing among trainers.

The P.E.A.C.E. Train-the-Trainer initiative represents an important step towards embedding ethical, human rights–aligned investigative interviewing within national training systems. Through continued institutional integration, mentoring, and follow-up, the programme contributes to long-term reform of investigative practices and the promotion of justice grounded in professionalism, legality, and respect for human dignity in Tajikistan.
