Dushanbe, 26 September 2025 – The capital of Tajikistan hosted the Second Dialogue between the State and Civil Society on the Protection and Promotion of Human Rights, reaffirming the shared commitment of national institutions, civil society, and international partners to advancing human rights and justice reform through cooperation and trust.
The Dialogue brought together more than 70 participants, including representatives of the Executive Office of the President of the Republic of Tajikistan, the Majlisi Oli (Parliament), the General Prosecutor’s Office, the Supreme Court, the Ministry of Internal Affairs, the Main Directorate for the Execution of Sentences (GUIUN), the Office of the Ombudsman, as well as leading civil society organisations, youth activists, diplomats, and international experts.
The event was organised by the NGO World of Law, the Ombudsman of Tajikistan, and Perspectivity Challenge Foundation within the framework of the EU-funded project “Paths to Justice: Strengthening Human Rights through Torture Prevention and Penitentiary System Reform”, implemented in partnership with the Centre for Development and Justice International (CDJI), the UN Office of the High Commissioner for Human Rights (OHCHR), and the International Partnership for Human Rights (IPHR).
Делегация посетила полицейский участок Чаринг-Кросс в Лондоне, где встретилась с представителями Службы столичной полиции (Metropolitan Police Service) для изучения практических подходов к работе полиции с соблюдением прав человека.
В ходе визита участники:
• Изучили процедуры содержания под стражей и меры, защищающие права лиц, лишенных свободы;
• Ознакомились с работой следственных изоляторов и механизмами надзора;
• Осмотрели комнаты для проведения следственных интервью, оборудованные системами аудио- и видеофиксации для обеспечения прозрачности и подотчетности;
• Обсудили практическое применение модели следственного интервью PEACE.
Особое внимание было уделено тому, как правозащитный подход интегрирован в процедуры содержания под стражей и проведения следственных интервью для обеспечения прозрачности, подотчетности и защиты прав задержанных.
Участники поделились опытом по следующим направлениям:
• Структура и координация надзора за местами содержания под стражей между различными институтами;
• Мандат, независимость и операционные основы работы членов НПМ;
• Методологии мониторинга, применяемые во время визитов в полицейские участки и другие места лишения свободы;
• Взаимодействие с правоохранительными органами и процедуры последующего контроля;
• Адаптация международных стандартов в практические инструменты мониторинга и рекомендации.
Участники изучили:
• Основные принципы следственного интервьюирования по модели PEACE;
• Особенности подготовки и планирования опроса сотрудниками полиции;
• Методы опроса подозреваемых, потерпевших и свидетелей;
• Важность коммуникации, четкой структуры и активного слушания;
• Подходы к сбору достоверной и точной информации без применения принуждения.

Делегация также провела содержательную встречу с представителями Национального превентивного механизма Великобритании (НПМ) и органов надзора за полицейской деятельностью. В ходе обсуждения были рассмотрены практические аспекты реализации Факультативного протокола к Конвенции против пыток (OPCAT) и функционирования независимых механизмов превентивного мониторинга.
Практический визит в места содержания под стражей полиции Сити Лондона
В ходе визита участники:
• Ознакомились с реальным обустройством мест проведения следственных интервью, включая комнаты для допросов, полностью оборудованные системами аудио- и видеофиксации;
• Пронаблюдали, как сотрудники полиции готовятся к интервью и проводят их на практике;
• Изучили институциональный потенциал, обеспечивающий ведение расследований, включая инфраструктуру, технологии и процессуальные гарантии;
• Рассмотрели порядок приема, оформления и содержания задержанных под стражей в соответствии с установленными стандартами;
• Изучили механизмы мониторинга и надзора внутри мест содержания под стражей.
